  Special meeting for police matters and possible action

    A Special meeting was called to order in the Conference Room at the Village Hall at the request of Dean Moyer, John Haan, John Myers and Patsy Fidlar to discuss police matters and possible action at 6:30PM on Friday, July 8, 2011.

   Roll Call- trustees in attendance were Larry Dhooge, Dean Moyer, John Myers, Patsy Fidlar and John Haan.  Absent was trustee Bruce Wood.

   Citizens in attendance- Dispatch- Lyle Ernst and Bill Mayoroff, Amy Haan, Del Moyer, Ken McCool, Tom Ray, Jim Boone, Candy Moyer, Bill Somers, Julie Hager, TJ Marsden, Jim Hines.

     Dean, we asked for this meeting to address some police issues.  We have 2 officers who are working 40 hours when they were hired for 20 hours.  We never approved them to work 40 hours. John Haan and Dean, they were hired for 20 hours. Dean, when they are working 40 hours we have the additional expenses for IMRF and the benefits.  If we want a Police Chief we need to hire a Chief and that decision should be up to the Board.

     A motion was made by Dean Moyer to not let the part-time police officers exceed 20 hours per week.  The motion was 2^nd by John Haan.

     John Myers, I have heard Goossen’s is the Police Chief and that was not approved by the Board.  Amy, he has been quoted in the newspaper and has been on TV.EXCUSE ME MISS AMY,EDUCATED NURSE, CAN YOU PLEASE POST WHAT TV STATION, AND NEWSPAPER,DATES AND TIMES I SAID THI?YOUR FAITHFUL BORAD MEMBER JOHN MYERS SEEMS LOST ON THIS ISSUE AS YOU CAN SEE AND GUESS WHAT?SHE ISNT A NURSE! SHE IS A AID.

I must have only assumed(YOU ASSUMED?)BUT YOU SAID IN THE MEETING YOU SAW  AND READ and thought its what I heard(MR MYERS, YOU SAID THAT I DID IT,YOU DIDN'T SAY IN THE MEETING ITS WHAT YOU THOUGHT YOU HEARD) because I can't find anything. Probably because you took got Todd's and Wallets posts after they left. Barb and I both thought you were chief. Sorry about that.    LOL   SORRY HE SAID,(SORRY ABOUT THAT?) SEE READERS, THEY CAN JUST LIE, AND DEFAME, AND SLANDER SOMEONE AND THINK THAT IF THEY SAY,SORRY ABOUT THAT,ITS OK,UNBELIVEABLE 

 Larry, we have never named a chief.

      Bob, Ray Goossen’s is the ranking officer and both of the part-time officers have assumes the duties normally performed by the Chief.

INSTEAD OF THEM SEEING WE WERE TRYING TO HELP THE CITY OUT, THEY STARTED THERE BULLY TACTICS

 I am the only one that can appoint a Police Chief.  Marty has also stepped up and is working more hours. Pat, Marty is not working over the 20 hours per week.

     John Haan, we have had enough complaints and we have given enough warnings.HERE I FIND FUNNY,SO IF YOU GET COMPLAINTS FROM KNOWN CRIMINALS, THERE CREDIBILITY IS TO BE BELIEVED?WOW SEE THE MINDSET OF THE GO4? Text messages and emails we need to dismiss the probationary officer.

      The motion for part time police officers not to exceed 20 hours per week was passed with a 5 aye roll call vote.

      Pat, we continue to have issues with Officer Gaines’ conduct.  He is probationary and needs to be dismissed at this time and that is my motion.  The motion was 2^nd by Dean Moyer.

      Bob based on the “probation” and not filling probation duties is not true. He is not probationary and it  is stated in the minutes he was on a 6 month probation.

     Bob, in a sense of fairness I would like to read the letter Bruce Wood prepared for tonight in his absence-“ they did not consult with me to see if I was available.  Unfortunately I am not. They did not ask me or to my knowledge any other member of the police committee for input.  They called this meeting with full knowledge of the on-going investigation that I am leading to gather the facts and truths about incidents and allegations made about the Cordova Police Department and some of its members.”

     Pat, month after month we have talked about Ryan being on probation and not until now did you say he was only on 6 months probation. We have been mislead-never did you say he was 6 months.  Last month  I asked if we were going to let his probation period run out. John Haan, I would like to see a copy of the minutes so stating that- I feel the same way Pat does. I have had it with the harassment.

     Bob, I have read the minutes and we can have the Clerk access the minutes if you will take a 5 minute recess and let her find it. Pat questioned what the Employee Handbook says?  Bob, I think  it says 1 year. Pat, that is exactly what it says. Bob, as I understand it the Board agreed otherwise.  When he was hired the it was specifically said in the minutes.   I did not say at anytime he was a probationary officer. It was you saying that.  We need to let Sharon get the minutes.

     (meeting was supposed to be in recess)  Ken McCool, I don’t recall the exact date he was hired but I know he had to bet recertification and I thought he was on probation for a year and that was the way it was represented.

      Bob in the State of Illinois it doesn’t matter if you are probationary or not anyhow.

      Ken, this is not a union situation and Illinois is an at-will State.THIS IS SAME GUY THAT WAS SUSPENDED FROM THE FIRE DEPARTMENT FOR TAKING THE DEPARTMENT BOAT OUT WITHOUT PERMISSION TO GET HIS SON.THE SAME SON THAT STABBED SOMEONE IN CORDOVA 4 TIMES,

       John Haan, Bruce had the opportunity to call this meeting and he did not.  We said the meeting would be the first week of July. He had every opportunity.

      Amy questioned why the surveys were sent out without the Boards approval?

     “Carol made a motion to hire Ryan Gaines at $10.50 per hour as a part-time police officer for the Village of Cordova. After a 90 day evaluation he will be raised to $11.33 the current rate for part-time officers.  Ken questioned if Ryan would have to take the 40 hour on-line refresher course.  Larry, Ryan has other police experience and I talked to him myself last night.  Carol noted the probationary period is 6 months.  The motion to hire Ryan was passed with a 5 aye roll call vote.  Patsy Fidlar voted nay”.HOWS THAT FOR YOU PAT?

      Ken McCool questioned if the 90 day evaluation was done?

      Dean, I will retract my motion.THIS GUY IS DUMBER THEN A BOX OF HAMMERS

      Pat, Carol did not know what she was doing.  I am making a motion that Ryan be dismissed for not meeting the expectations of a police officer. The motion was 2^nd by John Haan and followed with a 5 aye roll call vote.

      Bob, I am going to veto that motion so that you have the right to override it at the next meeting when Bruce has been given the opportunity to present the facts.  He has put a lot of time into his research.  I am not disputing the emails were sent but Bruce’s letter, which I just read also say, “ I have found no evidence so far that any current member of the Cordova Police Department have committed any felonies as has been alleged. I have found no evidence of anything in the background of any current member of the department that would disqualify them based on the historical hiring standards of the department. I have found no solid evidence of any current member of the department taking actions that violate the laws of the State of Illinois or ordinances and policies of the Village and Township of Cordova.”

     John Haan, there were to be 2 members from this Board on the Police Committee and Bruce is saying he doesn’t care what Dean and I think.MAYBE BEWCAUSE YOUR MINDSET IS EVIL AND ONE SIDED,  Amy, Bruce was hand-picked.  Bob, we did say at the last meeting the committees would consist of 2 Board members but we also said the Police Committee would have a Village representative , Township representative and a  citizen.  John Haan, we need to audit the minutes and the tape.

      John Myers, Bruce and I were to co-chair with the Finances and the Police Department. Bruce was communicating with me prior to my vacation and when I return it is a Township guy and this lady. I supported the decision to include a Township person and a citizen.  It is now also a “commission” and we said “committee”. 

    Bob, it is just a play on wording.  Andrea always said she was the Police Commission and it carried over to Carol too.

    John Myers, they are not legally trained, they have no badges.THIS GUY MAKES THE DUMBEST STATEMENTS.

    Bob,  the Committee was established to remove emotions and to obtain the views of 3 people and then present the facts.  This meeting was called by Dean and you said you called everyone-I was not called nor was Bruce.SEE THEY LIE TO SUIT THERE OWN AGENDA  We were previously told the lawyer would need to be here and the Sheriff and then when this meeting was called you didn’t feel we needed them present. Dean, this meeting was supposed to be the first week of July.  That was the decision made. We also left the meeting believing the Police committee consisted of Bruce and John Myers.  Bruce went off and formed his own Police Commission.

      John Haan, I may be the Park & Recreation chairman but before I do anything I want to ask to avoid problems and that is not the way Bruce is doing things.  This survey is ready and none of us had anything to do with it, nor had we seen it until this meeting was called.  John Myers is on the committee and he was not involved in the survey.  Bruce should have contacted John Myers. He says the survey will be totally confidential- does he not trust the rest of the Board. I don’t trust him.

       Bob, we keep hearing people have fear and are afraid to speak. Pat, they are so you are going to keep it from the Board.

       Dean, the people are given the choice to put their name on the survey and if they want to be protected they will not sign it.  Bruce doesn’t trust us and we don’t trust him.SO FAR YOUR CREDIBILITY IS  NILL.YOU BREAK STATE STATUES,LIE,AND REFUSE TO ABIDE BY THE LAWS. The surveys will not be any part of any decisions if the entire Board is not included.  Larry questioned if John Myers sees the surveys too would that be OK? Dean, we all need to see the surveys so there is no appearance of stuffing the results and they want to read them record them and destroy them.  Pat, Bruce has called me a liar too.

      Bob, if we have a Board with no trust we are never going to get along. Amy, Bob is with Bruce.  Bob, Bruce and I meet with the Sheriff yesterday.  John Haan, why wasn’t John Myers included? Bob, the Sheriff said he wanted to meet with the Mayor and the Police Chairman.  Amy  Haan, show us were that is in writing. Bob, we asked for guidance.  Bill Somers, is the Sheriff going to talk to the entire Board? Pat, did you ask him to come? Bob, we do not know what we want- are we requesting a quote or guidance.  Maybe we should have a full-time Police Chief and both the Village and Township needs to kick in more money.

     Bob, this Board has taken no directions in any department- nothing water & sewer, park & recreation, police, Streets and alley, etc. Dean, we had to fight to get John Haan seated on the Board.  There was no interest at the bid opening.

    Amy Haan, you should have responded to the water tower and you didn’t.  Bob, I got a call from Austin and I know nothing about the water tower and I instructed him to call the man who knows. Pat, you don’t know anything about Police but you get involved. Bob, I told Austin to call Paul Loete of MSA Professional Services.  There was nothing I could do.

      Bill Somers, Mr. Wood has his survey but did he talk to Hager, Marsden, Streeter or my neighbor.WELL WE SEE WHAT THERE MADE OF HUH SOMERS?JULIE LIED,STREETER HAS BEEN ARRESTED AS HAS MARSTEN SINCE THEN,,,YOUR JUST MAD I PUSHED YOUR SONS ARREST.  They are issuing tickets the day after.HEY EINSTEIN STATE STATUES SAY YOU HAVE 18 MONTHS OF MISD AND 3 YRS ON FELONY.MAN HES RICH!  He has not talked to me either.  I have complaints through my facebook page.  Who has he contacted?  Larry, ask Bruce. Bob, you will have just that opportunity at Wednesday’s meeting.

      John Myers, I found out about the Police Commission in my water bill.  Pat, Bruce also claims 4 Board members had an illegal meeting and I resent that!  John Myers, we have had some spirited discussions and we did not have an illegal meeting and he needs to prove it-when, where and the source of his information.

     Jim Hines, the surveys is anonymous –fear of retaliation.LOL  GOOD OLE HINES,LAW BREAKER HIMSELF. THE THING WITH TIME, IS USALLY REVEALS MOTIVES:)  Bob, that is what Pat says.  Jim if retaliation is a factor that tells me we have a problem.PEOPLE ARE AFRAID OF RETALIATION FROM YOU AND BOARD MEMBERS.  What if we have a major problem-nuclear, chemical, industrial catastrophic concern?  The Police Department needs to be the front line and no one will trust them. If people fear retaliation we have a major problem. Will the citizens be given a time for their opinions Wednesday?  John Haan, we were not aware of Wednesday’s meeting until tonight ourselves.  Jim, I have documentation of things the officers have said about me. The officers need to be questioned about their statements before questioned under oath. I have personally heard the officers talk about under-cover activity in public and with people who should have no knowledge of such.

     John Haan questioned if Bruce had spoken to Jim Hines?  Jim, he has talked to Scott Gardner, my boss at the Dragstrip.  The dragstrip has always had a great working relationship with the Cordova Police Department. Last weekend we could not contact the Cordova Police DepartmentWELL LETS SEE HOW THAT WORKS FOR YOU NOW, SINCE THERE'S NO POLICE DEPARTMENT:) and had to contact Rock Island County.  Richard Wallen and Bobby were working security and needed assistance.  Ryan did show up and did a great job but we then got a call from Goossen’s and were told Cordova Police Department would not come on the Dragstrip grounds until Rock Island County gets thereHERE HE LIES, BUT THEN DRUGGIES DO THAT. Bob, this is the first I have heard of this situation. Jim Hines, the officers need to be here so we can hear their side-are they going to be at Wednesday’s meeting?

     John Myers, there is also come confusion with “Committee and Commission”. Also anytime a meeting is held to discuss police policy it needs to be a public meeting. If business is being discussed and/or conducted it needs to be a public meeting. Pat, out of respect all meetings need to be posted.  John Myers, what is a public meeting and the requirements for posting?

        Larry, Dean and I will be discussing applicant reviews for the maintenance position and if John Haan wants to be involved we would have to post it.  Bob, the Planning Commission meetings are posted –the last meeting there were 3 Board members and the Mayor in attendance.  Pat, we are getting away from the issue.  Bob noted he and Larry had meet with the contractors on the ditch work than went to the Board.  Jim Hines, this is not the same-we are talking about the Police Department and not a ditch project. The Police Department needs to be transparent-open to the public.

      John Myers questioned if Bob was part of the Police Committee?  Bob, I am ex-official member of all committees.  I should have been consulted before he put Jon Kavanaugh orHERE IS A TYPICAL JOHN MYERS FIT..
Rochelle on the Committee.  You can appoint who ever you want on the Planning and Zoning Boards and you need to include people outside of your circle.  Bob, the Board has the right to object to any  appointment made and if there is no objection I take it as being a consent.

      Bob, Bruce has taken the lead and did the research- someone has to lead.

      Dean Moyer, I am making a motion that all committees will consist of 2 Board members.  The Illinois Municipal Handbook says I appoint the committee and the Board approves.  Larry, I do think we need the co-chairman on each committee. John Haan, Bruce needs to be told that.  Bob, the motion is a moot point as we have already agreed that there would be 2 Board members on all committees. Pat, this needs to be acted on.

Dean, Bruce told us that John Myers is not on the Committee. Bob, you said you didn’t care if Bruce couldn’t be here.  John Haan, it should had been the Police Chair calling the meeting.  Bill Somers, Bruce is a bad person for a Police Chairman.

        Bob, you could had called me too when you set your original meeting for Thursday and choose not to. I got my first notification of the meeting from the media wanting to know what the meeting was for.  Amy, you need to reprimand the Clerk for not letting you know there was a meeting. Bob, you could had picked up the phone and called me.

        Larry, we need to review the minutes of the Committee appointments and co chairs.

        John Haan, we had 4 Board members and an Attorney telling you to swear me in and you refused just like there are 5 votes to dismiss Ryan and you veto the motion.  Bob, I am letting you have the right to override also.

        John Myers noted that since he has returned from vacation Bruce has been corresponding with him and we are not always on the same page. I have asked for assistance with finances. He did have my cell phone contact information and I had my laptop and was able to communicate by internet also.

      Ken McCool, I have contacted Bruce personally and the rest of you need to also so that he is aware of your situation or concern before Wednesday night so he can look into them. Do not assume he is aware-call him.

     Julie Hager, I have brought my concerns to the Board many times and even my attorney but nothing happens. If I go to Bruce will something happen? Gaines contacts my daughter.  Bob, he was reprimanded and instructed not to use the Village or Police Department in his contact.  Julie questioned how many times he would be reprimanded before he is let go. I am not the only one complaining. Bob, New Year’s Eve was taken care of in the court system.  Julie they watch our house from the burm in the sewer lagoon and nothing gets done.

      Pat, I have been harassed and warned I was being watched. I am tired of the emails and antics.  Bruce didn’t feel I was harasses and I know Bob encouraged that. The Police  presence needs to be peaceful and the people don’t need to fear them.  They are throwing people to the ground.  Bruce is on his big white horse and he has not been threatened.

     Bill Somers, this is not Chicago. A Police Force used force and we are a Police Department which is different.  Julie Hager, I seen the force used with my son and I knew it would get worse if it was not handled.  I still have nightmares-the force and the use of mace. Amy, and he wants a taser!

   John Myers, we need to look up the definition of “Commission and Committee”.  If we have created a commission we have created a new entity.  Bob, where is the problem? Pat, when I got the water bill with the newsletter I asked myself if I was even on the Board?

    Jim Hines questioned why Ryan was not fired when he went after an elected official you fired Rich? Bob, that is under investigation and I am not going to talk about it. Jim questioned if there is any investigation on Pat’s complaints?  Bob, he has printed documentation. Jim, your ignorance and ego fill this room! You’re an ass!

     John Haan, Bruce told me he has no knowledge of a State investigation.  Bob, it is easy to beat someone up when they are not present.

     John Haan, I want the police officers here Wednesday night to answer questions from the public. Larry, if we are requesting their presence we need to pay them.  John Haan, we need Ray and Ryan here and if the others want to come it’s fine. Pat, we need to have the attorney here also.  Bob, we can request that the attorney attend the meeting and instruct the officers to be here.  Amy, if they don’t show it is insubordination.

   A motion was made to adjourn the meeting at 7:50PM by Larry Dhooge and 2^nd by John Myers.  Meeting adjourned.
