MARCH 2012 MEETING,(CLOSED MEETING MINUTES)

HERE YOU WILL SEE PATSY FIDLAR MAKE A MOTION THAT (NO) CLOSED MEETING MINUTES FROM 2011 BE MADE PUBLIC, WHY? BECAUSE  SHE KNOWS HER TRUE SELF WILL BE MADE PUBLIC. SHE HAS MADE ACCUSATIONS AGAINST MANY IN THE CITY AND MYSELF THAT BORDER CRIMINAL.

     The March Board meeting was called to order in the Conference Room at the Village Hall on Thursday, March 15, 2012 at 6:30PM.  Village President Bob VanHooreweghe presiding.  The hallway must be kept clear-no standing in the hall per the Fire Chief.

Roll Call- trustees in attendance were Larry Dhooge, Dean Moyer, John Myers, Patsy Fidlar and John Haan.
  Also in attendance- Clerk Sharon Peterson, Treasurer Michele Chavez and Attorney Clayton Lee.
   Citizens –Amy Haan, Lyle Ernst (Dispatch/Review), Arlan McCool, Shelly Strombach, Lori Knight, Ryan Gaines, Julie Hager, Bill Somers, Jim Boone, Jim Hines and Perry Barber.












Old Business-
   Cordova Pioneer Village- you all got a copy of the letter and it was read and entered
      at the  March Committee meeting.WHY DID THEY BACK OUT?NO POLICE COVERAGE

  Sewer line camera- the bill was $500 and the charges were listed on the Agenda that
      was previously approved.

  Bullet proof vest- Todd Allen’s vest was located in a storage tote and has been secured
     in the Police Department Office.  The vest does specifically say “made for Todd”.BUT WAIT, THEY SAID IT WAS STOLEN,SO IT ISNT.ANOTHER ALLEGATION BY THE GO4 PROVEN A LIE
     Jim Boone: we have one of the vests but where are the other 2. Bob: we reported 2
      letters were refused and nothing has changed.  Pat: the vest were bought when
     Carol was on the Board and they are not Police Equipment they are safety equipment
     and they should be returned.  Clay needs to write the letter.

         Dean questioned Clay for his response: We talked about it and I said you could
     ask for the vest back but generally they are a part of the uniform.  A coat is definitely
     uniform.  The vest are fitted specifically to the person.

        John Haan: we have Todd’s.  Bob: Todd returned everything.YES HE EVEN RETURNED THE JAMES SOMERS FILE AND ARREST REPORT,(THAT WAS MISSING FOR 2 MONTHS, TAKEN OUT OF MY BOX) WHEN HE LEFT. FOUND BEHIND THE COMPUTER. MISSING ALSO WAS THE VIDEO OF THE STOP.(FUNNY NEVER FOUND)HE LIED TO THE MAYOR TWO TIMES, LIED TO ME AS THE INVESTIGATOR AND ARRESTING OFFICER  ABOUT THE MISSING ARREST REPORT.THAT MY READERS IS OBSTRUCTION OF JUSTICE AND OFFICIAL MISCONDUCT.(FELONIES)WHAT IS GOING TO HAPPEN HERE?IT WAS BROUGHT TO THE ATTENTION OF STATE POLICE, HMMM INTERESTING 

       Clay: anything that would ID a person and connect them to the Village is to be
      returned.

         Bob: we have not asked for pants and shirts back but the patches must be removed
     and returned.  We do require the maintenance department to also return the shirts as
     they are imprinted.  Yes, uniform allowance paid for the bullet proof vest.  Even if we
     get them back what are we going to do with them?  Dean: we bought them.  Bob: we
     also bought pants, shirts and socks!
          Bill Somers: this is clothing vs. safety.  I have been on construction jobs and if I
   am  given a safety harness or hard hat it has to be returned when the job is done.
   Clothing  is not returned.

         Pat: this needs to be continued until April and we need to see how they were paid.
     Sharon: you were given a copy of the Accounting system which was highlighted to
     show the vest came out of Uniform allowance.

         John Myers: the money was uniform allowance and General Fund.

         Bob: this can go wherever you want it to go.  Pat: we need to have Clay write
     them a letter. John Myers: report it to Rock Island County as a theft. Clay: Knock
     yourselves out!

         Ryan: what would the Village gain? Jim Himes: Ryan said he was told by Bruce the
     vest was his.  The vest were purchased by the previous Board and they belong to the
     officers.

         Pat: what does the Police Manual say?

         John Haan: we can donate the vest to a ride-along program.

         Ryan: I am trying to find a job possibly with another small community department
     and I would have user for the vest.  What is John Myers goal?

         John Haan: this is the first I heard that you were seeking employment with another
     Police Department- you should of said that.

         John Myers: we can sell the bullet proof vest with the vehicles and other equipment
     but we can’t offer what we don’t have.

         Bullet proof vest is to be moved to the April Committee Agenda.


  Police protection negotiations- Pat: the Mayor of Port Byron has been out of town.

New Business-
    Previous approval was given for the annual event held by the Cordova Boosters and they have requested the funding for the Easter Egg Hunt.  We will be issuing a check for $150.  Sharon: 3 annual events were approved-Easter, Halloween and Christmas.






   Wage Increase- John Myers made a motion to increase the hourly pay of the 2 office employees by seventy-five cents per hours.  The motion was 2nd by John Haan.  John Myers: I did employee evaluations and they had both been evaluated a year ago but were not given any cost of living increases for the past 2 years.

    Arlan: questioned when the rate increase would be effective?  Bob: in Committee and previous discussion it was said January 1st.  We need to do annual reviews on all of the employees.

     The motion was passed with a 5 aye roll call vote

     Larry: I would also like to make a motion to increase Jim Boone to $12 per hour until we figure out where we are going.  John Haan; Jim is the temporary supervisor and I will 2nd that motion.  Bob: we will need a new benefit form signed off as we are
changing his employment status.  Pat questioned when Jim took over?  Jim: about 2 weeks ago.  The motion was passed with a 5 aye roll call vote.

       Jim was complimented on doing a good job and Michele ask that the office staff also be complimented. It was noted that the office staff had been complimented in a closed session but it needed to be done officially publically.

  Resolution to sell police vehicles and attached equipment and funds to remove computer hard drives-   We are only authorizing the sell but this does not mean we have to sell them. 

     John Myers: we need a listing of the attached equipment. Bob: there is attached equipment and removable equipment in each vehicle- 22 rifle, shot gun, binoculars, dash cam, hand held radars, etc. The guns were donated by Exelon.

     Bill Somers: the Village can raffle the guns.

     John Myers: we need to have a list of the police equipment.

     Clay: the proper time to list the equipment is when the notice is published that you are accepting bids and that is a part of the notice.

      John Haan: we need to pass the Ordinance then we can cross that bridge!

      Bob: there may be a remote possibility the Police Department will be re-established.

      John Haan: the vehicles loss value as they age.

      John Myers: without the vehicles we don’t need the other equipment. When we have someone looking at the vehicles we need to lay everything available out.

      Bob: the equipment will need to be declared surplus and sold.  We need someone to put a value on the vehicles.

       A motion was made to adopt Resolution 2012-01 to authorize the sale of the police vehicles by Larry Dhooge and 2nd by John Haan.  The resolution was passed with a 4 aye roll call vote ( Dhooge, Moyer, Myers and Haan) .  Patsy Fidlar voted nay.

     A motion was made by Larry Dhooge and 2nd by John Haan to approve up to $300 to remove and replace the hard drives in the police squad computers.  The motion was passed with a 5 aye roll call vote.


Closed session Review- the minutes as follows were reviewed at the March Committee meeting; April 11 & 27, May 12 & 19, June 20, July 21, August 18, November 10 & 17 and December 8 & 15.  A motion was made by Patsy Fidlar and 2nd by Larry Dhooge to leave the above minutes closed.  The motion was passed with a 5 aye roll call vote.

  1. Larry Dhooge seconded, what was his reasoning? The minutes of closed sessions from 2010 and 2009 haven't been released either. Why?

  2. That is false. Several meeting minutes from those years have been released, check your facts.

  3. anonymous @ 11:38, YOU should check YOUR facts. While it is true, minutes from committee mtngs, board mtngs, and special mtngs. have been released, The minutes from "closed sessions" HAVE NOT. This is what this thread was about.

  4. you act like this motion was unusual. Most , if not all boards keep the "closed session" minutes closed. Especially when discussing personnal. The only ones I've ever seen released are ones dealing with land accquisision/sale, then only AFTER deal is done. I'd be willing to bet the board in YOUR community keep thier "closed session" minutes closed too. There is no "conspiracy" regarding this action. Other things that have been done, maybe, but NOT this.
